On 10 April 2025, the oath of office was formally administered by Department of Budget and Management Secretary and Chairperson of the Government Procurement Policy Board (GPPB), Amenah F. Pangandaman, following the appointment of Mr. John Reinier H. Dizon as the Private Sector Representative to the GPPB by President Ferdinand R. Marcos Jr.
As a background, the GPPB, through its Technical Support Office received three (3) nominees for the Private Sector Representative to the GPPB. On 24 September 2024, the GPPB, through Resolution No. 07-2024, approved the shortlisted nominees for the said position. The nominees were selected based on their professional qualifications, industry expertise, and contributions to improving procurement practices. The GPPB endorsed the three (3) nominees, all from duly recognized private sector organizations for the President’s consideration and appointment.
Mr. Dizon, an industry leader with over twenty-four (24) years of professional experience in the construction and supply industry, is known for delivering high performance and tangible results. He is currently the President for Strategy and Business Development at Republic Cement, a CRH-Aboitiz company and one of the leading cement manufacturers in the country. Mr. Dizon also serves as President of the Cement Manufacturers Association of the Philippines.
In the early years of his career, he worked at SyCip Gorres Velayo & Co as a Junior Staff member and later as a Senior Associate from 1993 to 1997. He serves as the Co-Chairman of the Infrastructure Committee of the European Chamber of Commerce of the Philippines, a Board Member of the Federation of Philippine Industries, and a member of the Management Association of the Philippines and the Financial Executives Institute of the Philippines.
One of the advocacies of Mr. Dizon is the promotion of locally made Filipino products or “Buy Lokal”, as this promotes investments, job creation, hard currency preservation, tax revenues and multiplier effects for the Philippine economy.
He earned his Bachelor of Science in Accountancy degree from the University of Santo Tomas and his MBA from the Asian Institute of Management. He also attended Management Development Programs at Duke University in the USA and Institut Europeen d’Administration des Affaires (INSEAD) in France.
Mr. Dizon is expected to make a significant contribution to the formulation of policies aimed at further enhancing the efficiency, transparency, and effectiveness of the procurement process. His appointment marks an important step toward strengthening collaboration between the government and the private sector in public procurement reforms.
He succeeds Dr. Fiorello R. Estuar, who served as the GPPB Private Sector Representative from 2003 until 2024. Dr. Estuar, who held the position for more than two decades, is deeply appreciated for his unwavering commitment and invaluable contributions to the advancement of procurement policies in the country. Dr. Estuar’s leadership, insight, and dedication significantly shaped the direction and development of the GPPB, fostering transparency, efficiency, and integrity in public procurement. The GPPB-TSO extends heartfelt gratitude to Dr. Estuar for his exemplary service to the GPPB.
On 16 April 2025, the newly appointed Private Sector Representative, Mr. Dizon, made a courtesy visit to Dr. Estuar to personally express his respect and recognition for of Dr Estuar’s service and to gain insights from his extensive experience with the GPPB
The membership of a private sector representative in the GPPB is essential to enhancing the integrity and effectiveness of government procurement processes. Such representation ensures that the interests, concerns, and perspectives of private entities are adequately reflected in procurement policies and reforms.
