46th ASEAN Federation of Cement Manufacturers (AFCM) Council Meeting Strengthens Regional Commitment to Sustainability

Brunei Darussalam, October 15–16, 2025 — The 46th ASEAN Federation of Cement Manufacturers (AFCM) Council Meeting was successfully convened in Brunei Darussalam under the theme “Cementing Climate Goals Through Innovations.” The event brought together leading cement associations across the ASEAN region to reaffirm their collective commitment to sustainable development and decarbonization of the cement industry.

 The AFCM comprises the following member associations: Heidelberg Materials Butra Sdn Brunei, Cambodia Cement Manufacturing Association, Indonesia Cement Association, The Cement & Concrete Association of Malaysia, Cement Manufacturers Association of the Philippines (CeMAP), Cement and Concrete Association of Singapore, Thai Cement Manufacturers Association, and Vietnam National Cement Association.

A key highlight of the meeting was the official launch of the 2035 ASEAN Federation of Cement Manufacturers Roadmap; a regional framework aimed at accelerating the industry’s transition toward low-carbon cement production. The roadmap is fully supported by the Global Cement and Concrete Association (GCCA) and outlines specific strategies to help ASEAN member countries align with global climate goals.

The roadmap identifies four major areas of collaborative action to reduce CO₂ emissions across the region:

  1. Promotion and use of low-carbon cement
  2. Energy transition
  3. Utilization of supplementary cementitious materials
  4. Adoption of deep technologies for decarbonization

The meeting was chaired by Dr. Chana Poomee of the Thai Cement Manufacturers Association. Representing the Philippines, Mr. John Reinier Dizon, President of the Cement Manufacturers Association of the Philippines (CeMAP), led the Philippine delegation. In his remarks, Mr. Dizon emphasized the country’s alignment with AFCM’s sustainability direction, stating:

“The Philippines fully supports AFCM’s direction in advancing sustainability. This year, we launched our own Philippine Cement Sustainability Roadmap, setting clear actions to reduce our carbon footprint, promote low-carbon cement, and expand the use of alternative fuels.”

The AFCM Council Meeting once again underscored the value of regional cooperation and knowledge sharing among ASEAN member countries. By aligning strategies and embracing innovation, the ASEAN cement industry continues to play a crucial role in promoting sustainable economic development while advancing environmental stewardship across the region.
